ASSESSMENT OF EFFICIENCY AND FACTORS OF BUSINESS DEVELOPMENT IN UKRAINE

Abstract

The article is devoted to the topical issues of determining the efficiency assessment and factors of the development of entrepreneurial activity in Ukraine. The factors of the development of entrepreneurial activity in Ukraine were analyzed and systematized. The world experience of assessing the effectiveness of the development of entrepreneurial activity has been studied. Decisions on ways to support and stimulate entrepreneurial activity in Ukraine at various levels of state power are proposed and adopted. Based on the number of publications of programs by government bodies in this field, this problem can be considered one of the most urgent in our country. Considering the large number of people employed in small businesses, dissatisfaction with the conditions of their activity and regulatory changes, the latter can become a source of social tension and bifurcations. Accordingly, the system of state management of the conditions for the development of small entrepreneurship should be aimed at predicting and preventing the use of the interests of small entrepreneurs in social protest actions. It is worth noting that the difference in the formation of the volume and structure of non-production costs in a small enterprise, compared to a large and medium one, is their significant dependence on the professionalism, biological and social characteristics of the owner, as a strategic and tactical manager of all business processes, and hired workers. The smaller the number of employees, the lower the activity of self-organization processes, and, accordingly, the greater the risk of losses caused by the actions of the company's personnel. All this is an explanation of the reasons for the significant fines that are imposed on enterprises for untimely or incorrect fulfillment of tax or contractual obligations. In conditions of increasing unevenness of the economic development of regions, districts, and settlements of Ukraine, due to a number of economic and geographical factors, the role and importance of small business entities in ensuring the development of rural, district, and urban areas is increasing. Today, the number and effectiveness of small business entities in rural areas forms the level of employment of the population, the volume of financial budgets of village councils, and accordingly the level of development of rural infrastructure, financial support for social programs, and the socio-demographic structure of the territory's population
