ANALYSIS OF THE MAIN RISKS AND THREATS TO THE DEVELOPMENT OF MANAGEMENT IN THE FIELD OF SUBSOIL USE

Abstract

The article is devoted to the study of risks in the sphere of subsoil use, which is constantly under the influence of a significant number of risks, some of which develop into hazards that, due to certain factors, become threats. Risk accompanies any human activity, including in the economic sphere and is mainly associated with management decision-making. The purpose of this study is to identify and assess the key risks and threats to the further development of subsoil use management in Ukraine and the world. The author assessed the risks in the world and in the global sphere of subsoil use based on the analysis of publications of leading international or national organizations and companies. In the course of the study, a matrix of the main risks, hazards and threats to the development of management in the global sphere of subsoil use was formed; a matrix of the main risks, hazards and threats to the development of management in the sphere of subsoil use in Ukraine. The differences between the main risks, hazards and threats to the development of management in the field of subsoil use in the world and Ukraine are determined. Risk should not be perceived as a negative phenomenon, it is the presence of greater or lesser uncertainty, which can significantly change or affect the results of human activity in any field. Risk is inherent and bears the greatest losses in business and management activities, including in the field of subsoil use. The study of the matrix of the main risks, hazards and threats to the development of management in the field of subsoil use in Ukraine allows us to identify five risks: changes in regulatory support (RRMS); pandemic risk (RR); relations with society and the growth of social responsibility (SRS); political instability (PI); shifting emphasis on ESG (environmental, social and corporate governance). We note that the set of risks of management development in the sphere of subsoil use in Ukraine differs from the risks in the global sphere of subsoil use (three risks coincide), which indicates, on the one hand, the integration of the national sphere of subsoil use into the global subsoil use, and on the other hand, the presence of national peculiarities associated with the status of a developing country and Russian military aggression against the state.
