THE ROLE OF DIGITAL TRANSFORMATION OF INNOVATIONS IN INCREASING THE COMPETITIVENESS OF UKRAINE: CURRENT STATE AND PROSPECTS
Abstract
The purpose of the article is to investigate the digital transformation of innovations as a tool to increase Ukraine's competitiveness, identify current trends and foresight prospects. The article proposes a methodical approach to assessing the level of digitization of the national economy of Ukraine, based on a combination of quantitative and qualitative assessment methods (the first involves an expert survey and is based on the profiles of respondents, and the second is based on the quantitative measurement of digitization processes in Ukraine on the basis of Hard Data (information from statistical international, state and regional sources). Key aspects focused on: access to technologies, content, technologies of the future; knowledge, learning and education; scientific concentration; popularization of digital technologies among the population, entrepreneurship, government and state bodies; management and influence on the national economy; the level of readiness of the country to use digital transformation; adaptive attitude and flexibility of business to IT integration, etc. The analyze based on the following sources: the place of Ukraine in the IMD World digital competitiveness ranking 2020, the European Innovation Scoreboard and The Network Readiness Index 2020. The results of the study identified problematic points for improving digital competitiveness – innovations of Ukraine, the presence of problems related to structural limitations, a fragmented regulatory environment on the uncertainty of the future prospects of the national economy’s digital transformation. The practical significance of the research results is that the analysis of positions in countries in the international rankings made it possible to outline the foresight goals of increasing the country's digital competitiveness. Among the key foresight goals of the innovation policy of digitization highlighted: to use the advantages of electronic governance of Ukraine as an important tool to increase the potential of digital transformation and innovative competitiveness; to invest in cyber security to ensure the stability, integrity and reliability of critically important networks, infrastructures and services of the national economy of Ukraine; expand the use of key digital technologies in Ukraine.
