FOOD SECURITY AND RISKS FOR AGRICULTURAL PRODUCTION DURING THE WAR IN UKRAINE
Abstract
Food security is one of the most important components of national security of any country. In 2021 about 400 million people over the globe were supplied with food products due to Ukraine’s export of agricultural products to the global market. The war in Ukraine caused by Russia destroyed the system of production, processing and supply of agricultural products to the global market. There is an acute problem of ensuring necessary supply of food products in many countries of the world related to the approaching winter season and increasing risks of a reduction in the volumes of the sowing campaign of winter crops. The successful sowing campaign of winter crops and reliable logistics in supplying products of local agricultural commodity producers contribute not only to food security in Ukraine, but also to food security of other countries of the globe. The study examines the current state of food security and risks for agricultural production occurring during the war in Ukraine. It suggests possible ways to solve the existing problems requiring an increase in the international cooperation. It is possible to ensure global food security only provided that the war started by aggressive Russia against Ukraine is stopped and the occupied territories are freed: the countries of the globe should guarantee safety and unity of Ukraine; the world community should provide assistance in demining and restoring fertile lands in the occupied territories; agricultural producers should be offered subsidized loans to renovate machines and production facilities damaged or destroyed by military operations; foreign investors should provide subsidized loans to restore the infrastructure of storage, transportation and processing of the products of crop and animal production; modern advanced technologies for cultivation and processing of agricultural products should be applied to promote export with high added value, in particular, in meat and dairy industries, products of small-scale agricultural enterprises, manufacturers of craft products and niche crops; modernization of logistics routes, in particular, adjusting the width of Ukrainian rails to European standards involving foreign investments. The global community should assist in providing conditions for continuous, uninterrupted and secure export of agricultural products using sea routs, preventing aggressive countries from blocking sea ports.
