THE ECONOMIC AND MATHEMATICAL ANALYSIS OF INDICATORS OF TERMS OF DECENT WORK IN REGIONS-OUTSIDERS
Abstract
The article discusses the peculiarities of calculating the regional human development index in Ukraine for the last two decades. The index is calculated using indicators combined into six blocks (population reproduction; social status; comfortable life; welfare; decent work; education). The indicators of the block “Decent Work” (employment level of the population; unemployment rate; the share of workers whose salary is less than 1,5 of the subsistence minimums; the share of workers who work in conditions that do not meet sanitary and hygienic standards; the ratio of average and minimum salaries; the level of social insurance) are considered and that block is used to evaluate working conditions. The results of analysis of the block “Decent Work” indicators for Volyn, Rivne, Ternopil and Tcherkasy regions are presented. That regions are chosen for the analysis because they were outsiders in general rating of the regional human development index in Ukraine during the analyzed period. The analysis was carried out by graphic method – graphic construction of multangular of competitiveness. According to the analysis it can be concluded that the conditions for work have not been created in the regions-outsiders according to the indicators of the block “Decent Work”. The result of the analysis shows that during the investigated period after an exception of one or two indexes, regions-outsiders consistently had the worst values of indexes of block "Decent Work". The improvement of positions took place due to the worsening of values of indicators in other regions. The Rivne region had the best values according to the indicator "The proportion of workers whose salary is less than 1,5 of the subsistence minimums" among the regions-outsiders, however, it had the worse values according to the indicator "The proportion of workers who work in conditions that do not meet sanitary and hygienic standards". Moving further, the Ternopil region had the best values according to the last indicator, however, during the investigated period there was a tendency for decreasing in this indicator. Generalizing indicators, expected by a graphic method, confirmed the last positions of the investigated regions in terms of the Methodology accepted in Ukraine.
