INDEXES AND RATINGS AS A MARKETING TOOL FOR DETERMINING THE COMPETITIVENESS OF THE MANAGEMENT SYSTEM

Abstract

The article is intended to be a topical issue of consideration of the complex of indexes and ratings of countries of the world as tools that can be used in determining the competitiveness of management systems. The assessment of its development is important to manage the education system. The complexity of such an assessment lies in the special characteristics of the system, which are determined by its relation to the tertiary sector of the economy. The world practice uses the rating principle to solve this problem, which not only shows the system of systems among other countries, but is also a source of information for stakeholders. The article specifies the need to use indexes and ratings as modern tools that are used to determine competitiveness on the example of one of the management systems. The research of the choice of indices to ranking the competitiveness of the management system and their specific characteristics when used is deepened. The main tasks that are solved by rating are identified. A number of indexes are proposed to justify the determination of the control system in the appropriate rating. Indexes that are rated on the indicators related to the level of education: The Global Competitiveness Index, the Quality of Nationality Index, the Efficiency Index of National Education Systems, the Education Index, the Human Development Index and the Social Progress Index. The ratings related to a certain management system are analyzed: the rating of the world by GDP, the rating of the countries of the world by the level of education expenditures, the rating of national higher education systems. Index relationships with other ratings have been demonstrated. The link between the GDP levels of Europe and the index indicators is analyzed. The need to use a complex of integrated indices as marketing tools to determine the level of competitiveness of the education management system has been proven. On the basis of generalization of existing indices and ratings, it was proposed to evaluate the level of competitiveness of the education system of Ukraine and its place in the rating of European countries.
