PROSPECTS FOR THE RESTORATION OF CRITICAL INFRASTRUCTURE IN THE DEOCCUPIED TERRITORIES OF UKRAINE

Abstract

Developing a strategy for the total post-war reconstruction of Ukraine must remain a priority for authority; a previously drafted action plan for the territories restoration may assist in the protection of resilience of our stricken nation and address the threats facing the integrity of the country. It was defined that the process of restoration of critical infrastructure in territories that are temporarily controlled by the occupation power should be a priority; unquestionably, the efficient of reconstruction practice have a direct impact on the quality of life of citizens, the rationality of use of territorial potential, as well as the possibility of implementing of functional responsibilities by the local authorities, particularly in support of the local economic development and supply to citizens and business of necessary resource and institutional framework. So, the role of the reconstruction of critical infrastructure process on deoccupation territories cannot be compromised; the lack of strategic course will only make restoration Ukraine’s integrity more difficult. Thus, these aspects point to the increasing relevance of discussions on post-war restoration and protection of critical infrastructure on deoccupation territories. Accordingly, the article is devoted to the analysis of the prospects of restoration of critical infrastructure on deoccupation territories as the main phase of recovery strategy of Ukraine’s integrity, as well as the process to create optimal conditions for live and work of citizens and strengthen of economic system of Ukraine as a whole. Comparison, methods of abstraction, analysis and generalization are the research methods which were used in the article. In this science paper the role of critical infrastructure as targets that provide essential services to the civilian population and have an impact on the efficiency of use of social and economic potential of the territory was identified. The trying to find an optimal from a set of several alternative way of post-war reconstruction of deoccupation territories has been implemented; furthermore, the proposals for restoration and protection of critical infrastructure, as well as entire branches of economic activity that also depend upon the pace of recovery in the infrastructure provision have been implemented introduced by authors.
