INFORMATION AND COMMUNICATION TECHNOLOGIES IN THE SYSTEM OF ACHIEVING SUSTAINABLE DEVELOPMENT GOALS
Abstract
The article is devoted to the study of the development of information and communication technologies in the context of achieving the goals of sustainable development. The general conditions of formation of the purposes of sustainable development are investigated. The system of sustainable development goals and key tasks set in the framework of achieving the goals are analyzed. Tasks within the framework of sustainable development goals with the most positive dynamics are presented. The tasks having a low level of achievement of the target level are resulted. These key regulations and official publications that are published in the framework of achieving the goals of sustainable development. The main events that took place within the research issues for the period from 2015 are identified. The paper analyzes the place of information and communication technologies in the system of tasks for the implementation of sustainable development goals. The dynamics of the indicator of this element for the period 2016-2020 is analyzed and the general dynamics of its change is revealed. The main factors influencing the formation of the dynamics of the target indicator in recent years are identified. The methodology of establishing and calculating the indicator “Level of coverage of the population with Internet services, subscribers per 100 inhabitants (households)” was studied. The change of the indicator depending on the regional feature and place of residence of the population is analyzed. Identified outsider regions in the context of achieving the target level. The key problems that hinder the growth of the indicator at a faster pace have been identified. These reserves and prospects of individual regions in achieving the target level. The change in the methodology of the target indicator in 2019 and its impact on the overall achievement of the goal are analyzed. Emphasis is placed on the need to take into account the qualitative indicators of achieving the goal of sustainable development, in particular, it is proposed to introduce an indicator for measuring the level of digital literacy in the regions of Ukraine. The recommendations in the context of improving the criteria base for monitoring the achievement of the goal, in particular, proposed additional targets, the implementation of which will improve the quality of monitoring the achievement of the goal.
