IMPROVEMENT OF THE MANAGEMENT DECISION-MAKING PROCESS IN THE FIELD OF ECOLOGIZATION OF THE ECONOMY WITHIN THE CONCEPT OF "OPEN GOVERNMENT"
Abstract
On December 4, 2019, the European Environment Agency (EEA) published a report entitled "The European environment – the state and prospects until 2020", the results of which are impressive. Current environmental, climate and sustainable development issues are unprecedented in scale and urgency, what is requiring immediate and concerted action and systemic solutions. The report also notes that the Union's environmental policy has brought significant benefits in recent decades, without affecting the EU's long-term competitiveness. At the same time, in recent years, the policy is increasingly shaped by ambitious long-term visions, goals and strategic framework agreements, which effectively reduce the pressure on the environment. However, biodiversity loss and degradation of ecosystem services, climate change and its impact, as well as resource instability, pollution and related risks to human health and well-being, nature, ecosystems and the economy call for decisive further action. As Ukraine embarked on a European course, it must also shape its greening policy and focus on the country's long-term development rather than short-term stability. Management decisions must be made with the understanding that economic stability under a particular government can lead to environmental degradation and continued wrong environmental policy by followers. In the article the analysis of state open data of Ukraine in the field of ecology within the concept of "open government", which is based on the process of measuring the maturity of open data approved by the European Data Portal is presented. Also, Ukraine's location in various world rankings is analyzed. As a result, the weaknesses of information support of Ukraine's environmental sphere were identified, the legal framework regulating the functioning of the state environmental monitoring system was considered, and recommendations were given to improve the management decision-making process in the field of greening of economic. The proposed changes will eliminate the risks associated with the lack of publicly available data from the state environmental monitoring system from the management decision-making process.
