DEVELOPMENT OF THE NATIONAL INNOVATIVE ECOSYSTEM IN THE CONTEXT OF INTERACTION OF SUBJECTS OF SCIENCE AND BUSINESS

Abstract

The article is devoted to the creation of national innovative ecosystems and their role in ensuring sustainable social and economic development of the country. The article examines the conditions and principles of effective functioning of national, regional and corporate ecosystems that would ensure long-term innovative development: State and administrative regulation of innovation activities; use of synergistic effects of interaction between the participants of the national innovation ecosystem; corporate social responsibility of business; the oversight of scientific, scientific-technological and innovation policy to all subjects of innovation activities. Low factors of influence on the life activity and ecosystem imbalance are highlighted: the timely availability of resources and their optimal and balanced distribution; investment in scientific and technological infrastructure; formulation of strategic goals and objectives with the identification of evaluation indicators for their achievement; system management; disciplined and social responsibility; extensive use of Internet platforms for effective interaction; formation of a flexible integration support system; expansion of partnerships; constant monitoring and control of the system functioning; formation of an organizational culture within the economic and legal environment. Proceeding from the ecosystem approach the following criteria of innovation system success were identified: transfer of innovations and conditions of technology transfer; reduction of the level of isolation of participants in innovation activities; involvement of specialists from different branches of knowledge. There is an emphasis on modern views in the sphere of implementation of national innovation policy, functioning of innovation systems and cardinal reassessment of the participants of these systems for their close cooperation. The role of scientific organizations in the functioning of innovative ecosystems was analyzed and the level of their involvement in the work of such measure-based forms of interaction as technological platforms and innovative territorial clusters was revealed. It substantiates the influence of the innovation activity subjects on the scientific and technological Technological development and made conclusions on the necessity of applying a new conceptual approach to their activities from the standpoint of innovation ecosystem and development and implementation of the system of criteria for the success of functioning.
