MUNICIPAL HOUSING AS A DIRECTION OF USING ASSETS OF THE TERRITORIAL COMMUNITY

Abstract

Real estate is one of the basic assets of the territorial community. At the same time, there are certain categories of residents in territorial communities who need to improve their living conditions, but cannot do so on their own. One of the ways to solve this problem is the use of residential real estate, which is or can be transferred to the assets of the local community, in the form of municipal housing. The study aims to find ways to improve the use of municipal housing as an asset of the territorial community, based on analysis and critical assessment of current practices of providing residents of territorial communities of Ukraine with municipal housing. The study identified the advantages and disadvantages for the local community of providing residents with municipal housing. In particular, local governments can thus increase the attractiveness of the local community for living and employment and improve the community's housing stock. The practice of functioning of the mechanism of municipal housing in Poland is covered, in particular its varieties - social housing, communal housing, housing for repair. We described the practice of providing certain categories of the population with housing on preferential terms in the territorial communities of Ukraine. We analyzed programs to provide certain categories of the population with municipal housing in Vinnytsia, Dnipro, Lviv and Bila Tserkva urban communities. We found that the mechanism of municipal housing has not gained widespread popularity in Ukraine. Instead, local governments in the territorial communities of Ukraine with the financial support of the state budget contribute to the provision of certain categories of citizens with housing on affordable terms of payment. Ways of development of municipal housing in territorial communities of Ukraine are offered. We see the formation of housing stock in territorial communities for use as municipal housing by transferring to communal ownership of ownerless property or deceased heritage or by transferring some apartments in new buildings to communal ownership with benefits to developers. The expediency at the local level of expanding the categories of citizens who have the right to live in municipal housing, in particular residents of local communities living in emergency housing.
