IMPROVEMENT OF THE ORGANIZATIONAL STRUCTURE OF THE CITY EMPLOYMENT CENTER MANAGEMENT

Abstract

The key problem in our country is to increase the efficiency of organizations. In a market economy, businesses and organizations need to respond quickly to changes in the environment and adapt their organizational structures to these changes. Functional cost analysis (FVA) can be an effective way of such adaptation. Ultimately, the use of FVA to optimize organizational structures can increase their effectiveness while reducing the cost of maintaining workers. The Pershotravensk and Terniv City Employment Centers were selected as the object for the management FVA. Based on the analysis of the structural-element model, the classification of functions of all employees of employment centers for October 2019. With regard to the specialists of the center for determining the complexity is to establish a measure of labor costs to perform the required amount of work for a certain period. The extent of labor costs can be estimated, either directly in the working time of the personnel required to perform a specific function assigned to him, or the cost of working time performed by the function. Using the method of prioritization, we determine the degree of significance of functions in points and the calculation of the significance of functions . Classification and calculation of the use of working time to perform the functions of the director of the May Day Center October 2019.The author carried out a pairwise alignment of the functions of the director of the Pervomaisky Center. Afterwards, the values of the functions were calculated and a functional-cost diagram for October 2019 of the director of the Pervomaisky Center was built on the basis of them. As a result of the research, proposals were made to improve the organizational structure of urban employment centers. The following recommendations have been received for the directors. The function of the director of the Ternivka city center regarding "Compilation and submission of information to enterprises, institutions, organizations" to transfer to specialists who are directly responsible for a particular area of work. Remove the function "Visiting employers in order to comply with the law and social protection of citizens", as it is performed by specialists from the department of interaction with employers.
