ВИКЛИКИ ДЕМОГРАФІЧНОЇ КРИЗИ В УКРАЇНІ: НАСЛІДКИ ДЛЯ РОЗВИТКУ ЛЮДСЬКОГО КАПІТАЛУ
Анотація
Стаття аналізує демографічний шок України як поєднання ультранизької народжуваності, підвищеної смертності та масштабної міграції й показує його канали впливу на людський капітал: звуження когорт дітей і молоді, дефіцит кадрів у групі 25-64, зростання навантаження на освіту, охорону здоров’я та пенсії. На основі офіційних джерел (WPP, Eurostat, IOM, World Bank, WHO) окреслено середньострокові траєкторії й обґрунтовано пакет рішень: інфраструктура догляду дітей і гнучка зайнятість батьків; програми рееміграції та швидкого визнання кваліфікацій і «здоров’я працездатного віку»; оптимізація освітньої мережі. Синхронізація фінансових заходів здатна пом’якшити демографічний тиск і підвищити продуктивність. Запропоновано єдину систему KPI для моніторингу зв’язку демографії, навичок і продуктивності та узгодження політики зі Стратегією демографічного розвитку до 2040 року.
