ФІНАНСУВАННЯ ЛЮДСЬКОГО КАПІТАЛУ: УРОКИ США ТА ЄС І ПЕРСПЕКТИВИ ІМПЛЕМЕНТАЦІЇ В УМОВАХ ПІСЛЯВОЄННОЇ УКРАЇНИ
Анотація
Стаття обґрунтовує комплексну модель фінансування людського капіталу України, сформовану на основі кращих практик США та ЄС і пристосовану до викликів післявоєнного відновлення. На базі даних OECD (Organisation for Economic Co-operation and Development), Eurostat, World Bank, WHO (World Health Organization) та NCSES (National Center for Science and Engineering Statistics) проаналізовано результати реформ у галузях освіти, охорони здоров’я, науки й ринку праці, зокрема польську шкільну трансформацію, американську Affordable Care Act (ACA), британську мережу Sure Start, програму Horizon 2020 та німецькі реформи Hartz. Доведено, що синхронне використання бюджетних, податкових і державно-приватних інструментів підвищує індекс людського розвитку і додає до 0,7 % ВВП щорічно. Запропоновано впровадити освітні ваучери для ветеранів, дуальні учнівства, грантове фінансування R&D (Research and Development) та центри раннього розвитку, що разом формують підвалини інноваційної економіки та прискорюють європейську інтеграцію України.
