МІГРАЦІЙНА МОБІЛЬНІСТЬ МОЛОДІ: ЧИННИКИ ЗРОСТАННЯ ТА БЕЗПЕКОВІ НАСЛІДКИ
Анотація
Стаття спрямована на розроблення комплексного підходу до аналізу чинників, що зумовлюють зростання міграційної мобільності української молоді, та оцінювання у наслідків цього явища з позицій національної безпеки. Уточнено сутність категорії «міграційна мобільність молоді», визначено добір ключових детермінант у воєнних умовах і за обмеженості даних. Показано, що комбінації безпекових, економічних, освітніх та інституційних чинників формують траєкторії від коротких і циркулярних до довготривалих переміщень, впливаючи на втрати людського капіталу та регіональні дисбаланси. Розроблено концептуальну модель міграційної мобільності із мінімальним набором індикаторів для моніторингу та швидкого коригування рішень. Запропоновано першочергові напрями державної політики, спрямовані на мінімізацію міграційних втрат людського капіталу й посилення стійкості критичних секторів економіки та безпеки країни.
