КОНСОЛІДАЦІЯ ФІСКАЛЬНИХ ЗУСИЛЬ ТА МІЖУРЯДОВА КООРДИНАЦІЯ В УМОВАХ КРИЗ ТА КОНФЛІКТІВ СУЧАСНОГО СВІТУ
Анотація
Стаття присвячена актуальним питанням консолідації фіскальних зусиль та міжурядової координації. Проаналізовано причини, необхідність та виклики консолідації фіскальних зусиль в межах європейського співтовариства. Досліджено європейський досвід використання спільного фіскального потенціалу підтримки безпеки та демократії, окреслено проблеми управління та конституційних обмежень в ЄС, які підривають здатність підвищувати фіскальну спроможність і відповідати на геополітичні виклики. Наголошено, що фіскальні зусилля залежать як від скоординованих дій наднаціональних утворень та центральних урядів держав, так і від спроможності локальних урядів. Окреслено значну роль місцевого самоврядування у воєнний час та зауважено, що нагальні проблеми ефективного управління фінансовими ресурсами визначають рішення та умови кооперації на наднаціональному, національному та місцевому рівнях.
