БЕЗПЕКОВА СКЛАДОВА ФУНКЦІОНУВАННЯ ЛЮДСЬКОГО КАПІТАЛУ
Анотація
У статті досліджено концептуальні основи безпекової складової людини, особливості її становлення та розвитку у міжнародному масштабі. Визначено складові “безпеки людини” та основні чинники, що стримують і гальмують заходи з посилення безпекової складової людини у різних суспільствах. Обґрунтовано залежність розвитку та функціонування людського капіталу від рівня безпеки людини з позиції існуючих загроз та джерел їх виникнення. Охарактеризована сутність і значення політичної, соціально-економічної та інформаційної безпеки людини, визначено їх вплив на формування системи безпеки і захисту людського капіталу. Запропоновано включити безпекову компоненту до всіх стадій функціонування людського капіталу, що сприятиме посиленню системи захисту і збереження людського капіталу на стадіях його формування, відтворення, розвитку і використання.
