SPATIAL DEVELOPMENT PLANNING OF THE REGION: COMPONENTS AND ASSESSMENT

Abstract

The article is devoted to the actual topic of spatial development planning of the region. A simplified structure of the region's economy has been formed. The principles and factors of influence on the economy of the region are determined in the context of the author's work on the scientific achievements of other scientists. A list of indicators based on such factors as geopolitical, natural-resource, demographic, as well as indicators indicating the place of the region in the country's economy, its foreign economic activity, as well as innovative and investment activity, was defined. The formed set of indicators, subject to their qualitative assessment, allows effective planning of the development of the region and the basis of identified weak positions and/or strengths. For example, to investigate the place of the region in the economy of Ukraine, to accumulate the following indicators: GDP of Ukraine and gross regional product; gross regional product per person; the share of gross regional product in the total; specific weight of the region in the national main socio-economic indicators; available income of the population per person; the share of the region in the total income of the population of Ukraine; emissions of pollutants into the atmosphere, etc. At the end of the article, a number of indicators are presented on the example of the Transcarpathian region as a fragmentary indication of the process of spatial development. It is substantiated that a three-level structure is used for spatial development planning: the state level – the regional level – the level of the united territorial community. It was emphasized that in August 2018, CANactions School initiated the educational and practical program "Integrated Spatial Planning for United Territorial Communities" and was implemented with the support of the "U-LEAD with Europe" program, the program was focused on the adaptation of European approaches to urban and regional development to the functioning of the newly created territorial units of Ukraine - united territorial communities. In the study, it is proposed to pay attention to the level of OTG, as there are examples of effective implementation of spatial development concepts with the support of international partners. The article presents individual indicators of the Transcarpathian region, on the basis of which it is appropriate to develop spatial planning.
