ОЦІНКА СТІЙКОСТІ ДЕРЖАВНОГО БОРГУ ЗА УМОВ ВИСОКОЇ НЕВИЗНАЧЕНОСТІ
Анотація
У статті розглядаються сучасні підходи до оцінки стійкості державного ризику країн з точки зору їх придатності до використання в Україні на сьогоднішньому етапі. Попри високу комплексність таких методичних підходів, жоден з них не забезпечує точної і неупередженої оцінки, за рахунок недосконалих припущень, закладених у прогнози, на яких вони базуються. Оцінки, які здійснюються боржниками підпадають під моральний ризик, в той час як оцінки, які здійснюються кредиторами (зокрема МВФ) — часто покладаються на невиправдано оптимістичні засновки. Підвищення комплексності оцінки робить її менш прозорою, в той час як широке застосування сценарного аналізу робить результати оцінки негнучкими і малопридатними для кризових умов. В сучасних умовах глобальної невизначеності і порушень міжнародної торгівлі, такі методи будуть втрачати актуальність.
