ВПЛИВ ДЕСТАБІЛІЗУЮЧИХ СИСТЕМНИХ РИЗИКІВ (COVID ТА ВІЙНИ) НА СТІЙКІСТЬ СИСТЕМИ ОХОРОНИ ЗДОРОВ’Я
Анотація
У статті досліджується вплив дестабілізуючих системних ризиків, зокрема пандемії COVID-19 та повномасштабної війни в Україні, на стійкість системи охорони здоров’я. Проаналізовано, як багатовимірні шоки можуть трансформувати функціонування сфери охорони здоров’я, поглиблювати нерівність у доступі до медичних послуг та створювати довготривалі структурні деформації. Особливу увагу приділено оцінці спроможності системи адаптуватися, підтримувати критичні функції та забезпечувати безперервність медичного обслуговування в умовах обмеженості ресурсів та різкої зміни потреб населення. Визначено ключові вразливості, що проявилися внаслідок системних криз в сфері охорони здоров’я. Показано, що сукупний вплив COVID-19 та війни спричинив не лише короткострокові збої, але й сформував підґрунтя для довготривалих наслідків в системі, які значно загострилися з початком повномасштабної війни. Кумулятивний вплив двох масштабних криз вплинув на зниження потенціалу інституційної спроможності системи охорони здоров'я. Результати статті підкреслюють необхідність розробки інтегрованих стратегій зміцнення системної стійкості, які враховують специфіку комплексних криз та орієнтовані на підвищення адаптивності, відновлюваності та подальшого забезпечення безперешкодного доступу до медичних послуг.
