БЛОКЧЕЙН ЯК МЕХАНІЗМ АНТИКОРУПЦІЙНОГО КОНТРОЛЮ У ПУБЛІЧНИХ ФІНАНСАХ: МІЖНАРОДНИЙ ДОСВІД І ПЕРСПЕКТИВИ ДЛЯ УКРАЇНИ
Анотація
У статті досліджується роль блокчейн-технологій як інноваційного інструменту для забезпечення прозорості, підзвітності та зниження корупційних ризиків у сфері публічних фінансів. Проведено міждисциплінарний аналіз міжнародного досвіду впровадження децентралізованих реєстрів у механізмах державних закупівель, бюджетного моніторингу, аудиту та фінансового контролю. Окреслено ключові характеристики технології, зокрема незмінність записів, прозорість транзакцій, можливість незалежної перевірки та зменшення впливу людського чинника на ухвалення рішень. На прикладах практик Європейського Союзу, США, Естонії, Сінгапуру та Південної Кореї обґрунтовано ефективність інтеграції блокчейн із системами електронного врядування, відкритих даних, штучного інтелекту та цифрової ідентичності. Запропоновано напрями адаптації даних рішень для українського контексту, з урахуванням нормативно-правової бази, інституційної готовності та технічних передумов. Стаття підкреслює потенціал створення в Україні цифрової екосистеми публічного фінансового управління нового покоління – стійкої, автоматизованої та довірчої.
