ФІНАНСОВО-КРЕДИТНІ МЕХАНІЗМИ ЗАБЕЗПЕЧЕННЯ ІНВЕСТИЦІЙНОГО РОЗВИТКУ УКРАЇНИ
Анотація
У науковій статті окреслено та систематизовано ключові елементи фінансово-кредитного механізму забезпечення інвестиційного розвитку України. Запропоновано авторське визначення категорії «фінансово-кредитний механізм забезпечення інвестиційного розвитку». Метою зазначеної наукової статті є визначення та систематизація ключових елементів фінансово-кредитного механізму забезпечення інвестиційного розвитку України. На основі аналізу вітчизняних та зарубіжних наукових джерел визначено основні елементи фінансово-кредитного механізму, до яких зокрема належать: об’єкт, суб’єкт, джерела фінансування інвестиційного розвитку, інструменти фінансово-кредитного забезпечення. Визначено роль національних промоційних банків у системі суб'єктів фінансово-кредитного механізму забезпечення інвестиційного розвитку. Встановлено, що особлива роль промоційних банків, як суб'єктів фінансово-кредитного механізму інвестиційного розвитку визначається такими їх особливостями: особливий механізм мобілізації довгострокових фінансових ресурсів; спеціальний механізм довгострокового інвестування в основні галузі реального сектору економіки (прямий довгостроковий облігаційний кредит, емісійні і фондові операції, інвестування в акціонерний капітал); спеціальний механізм реалізації короткострокового кредитування реального сектору економіки, як правило у оборотні кошти та розрахунки, який виключає залучення кредитних ресурсів у фінансові операції; систему інституційних привілеїв, які забезпечують реалізацію зазначених завдань. Автори приходять до висновку, що для формування ефективного фінансово-кредитного механізму інвестиційного розвитку необхідно визначити його основні елементи такі як суб'єкт, об'єкт, завдання, функції, принципи, методи та форми впливу, а також нормативно-правове забезпечення.
