ОСНОВНІ ДЕТЕРМІНАНТИ РОЗВИТКУ ЕФЕКТИВНОЇ АМЕРИКАНСЬКОЇ Й ЄВРОПЕЙСЬКОЇ СИСТЕМИ ОСВІТИ ТА ПОШУК ДІЄВИХ МОДЕЛЕЙ ФІНАНСУВАННЯ ВІТЧИЗНЯНИХ НАВЧАЛЬНИХ ЗАКЛАДІВ
Анотація
У статті висвітлено вагомість розробки ефективної моделі фінансування вищих навчальних закладів при визначенні ключової ролі закладів вищої освіти у становленні інноваційної економіки та формуванні людського капіталу країни. Розглянуто основні детермінанти розвитку ефективної американської й європейської системи освіти. Подано рейтинги найкращих університетів світу за версією QS World University Rankings та проаналізовано різні моделі фінансування найвідоміших університетів. Розглянуто бюджети найпрестижніших вищих навчальних закладів й обсяги їхніх річних витрат на проведення наукових досліджень та розробок. Запропоновано напрями розробки дієвої диверсифікованої моделі фінансування вітчизняних навчальних закладів із застосуванням державної і приватної форм фінансування, а також окремих механізмів публічно-приватного партнерства, філантропного фінансування та формування ендавмент-фондів.
