REMOTE WORK: SPECIFICS OF ORGANIZATION AND EXECUTION OF DOCUMENTATION IN THE CONTEMPORARY CONTEXT OF LOCKDOWN RESTRICTIONS

Abstract

The COVID 2019 pandemic has been running rampant’ worldwide since 2019. In order to limit virus transmission and to minimize the burden on medical institutions, governments all over the world are adopting various restrictions to reduce human contact. Ukraine is no exception; since 2020 a full lockdown has been introduced on the territory of Ukraine to prohibit activities in all educational institutions, public catering facilities, shopping centres, to impose limits on public events, to introduce a number of restrictions on public transportation, to close border entry points and to suspend international air and railway services. In addition to the direct restrictions, businesses and employers have faced a new challenge, as for ensuring safe and secure working conditions and protecting their workers from exposure to and infection with COVID-19. The above measures negatively affected business operations of economic entities and resulted in significant losses. At the legislative level, the government of Ukraine has adopted the amendments to the Labour Code of Ukraine to clearly distinguish between the concept of the remote work, flexible work schedule, as well as the home-based work, but no practical recommendations and instructions on organization of work processes in terms of new working mode have been introduced. In practice, the organization of work "online" is carried out by each individual economic enterprise in its sole discretion and, in most cases, it’s inefficient. Therefore, the objective of this article is to analyse the current legislation of Ukraine in terms of subject to availability of norms that can be used in the "online" mode, as well as to find ways and methods to improve efficiency of the remote work. In the context of writing this article, the method of scientific search, analysis and synthesis of information was used. In the course of this research, the existing normative and legislative framework of Ukraine was a subject to study and to conduct comparative analysis of characteristics of different working modes, that can be used in full lockdown. A number of recommendations on creating a remote work environment were developed and the most effective means of communication were identified.
