MODERN MANIFESTATIONS OF DIGITAL TRANSFORMATION IN REGIONS OF UKRAINE (BASED ON MATERIALS FROM ZAKARPATTIA REGION)

Abstract

Monitoring and analyzing trends and characteristics of informatization and digitalization processes at the regional level is crucial, as this level provides access to a wide range of administrative and social services for various segments of the population and businesses. Organizational, managerial, technological, and informational innovations are implemented at this level, shaping the environment of digital services and serving a wide range of users. These aspects highlight the relevance of the article, which aims to illuminate specific directions and features of digital transformation processes in Ukraine at the regional level, including by studying the experience and achievements in this area in the Zakarpattia region. The article utilized methods of systematization, generalization, and tabular representation of information. The analyzed and presented material in the article demonstrates a notable increase in the digitization processes across the country and its regions, particularly following the establishment of the Ministry of Digital Transformation. The activation at the regional level is evidenced by the emergence of a range of specialized products and services in the areas of administration, education, culture, healthcare, information, and other sectors. The processes of spreading the provision of such services contribute to the transformation of relations between society, businesses, and local self-government bodies. Digital innovations have the potential to produce fundamentally new outcomes in relation to the scale, speed, quality, accuracy, and cost-effectiveness of regional development projects, and can help reduce manifestations of corruption and bureaucratic inefficiencies in state-citizen relations. The region of Zakarpattia has attained a prominent position in the nation due to its high level of implementation of digitalization processes. This includes the development of products and proposals for various sectors, such as administrative services, educational projects, digitization of educational processes, telehealth services, digital infrastructure development, support for IT cluster creation and development, and provision of administrative and social services for a broad range of population. In the realm of digitalization, Zakarpattia achieved noteworthy progress during the period of 2021-2022. The proliferation of digitalization processes in the economic system and the advancement of the digital economy offer a progressive and promising pathway for Ukraine and its regions to accomplish the objectives of sustainable development. This can be achieved through structural transformations in the economy and the expansion of the IT sector in the GDP and gross regional product. The article provides practical value through its ability to generalize and systematize the outcomes and achievements of digitalization processes at the regional level in Ukraine, particularly in the Zakarpattia region. The information presented can be advantageous for creating effective methods for enhancing the socioeconomic system of regions throughout the country.
